Summary

Cuba: Foreign Investment Opportunities 2001

TOURISM

Construction of accommodation capacities (various marketing modalities) in tourist development regions, mainly in currently least developed regions with a high growth potential.
In order to cater for 7 million tourists by 2010, it is necessary to build around 80,000 hotel rooms during this decade.
The main regions are: Havana, Varadero, Jardines del Rey (King’s Gardens), Northern Camagüey, Northern Holguin, Santiago de Cuba, Central South Coast and the Canarreos Archipelago.
Development of marinas (including construction of piers, infrastructure, catering services, nautical hardware).
Construction of golf courses, recreational marine parks. All linked to tourist development projects.

SUGAR INDUSTRY

Production of final molasses-based alcohol. It comprises:
Installation of distillation systems for production of extra-fine alcohol in existing distilleries with capacity of 500 Hl/day, or in Ports receiving distilled crude alcohol from tributary Distilleries.

Rehabilitation and modernization of existing distilleries (500-800 Hl/day.

New distillery with capacity of 800 Hl/day for the production of export-oriented fine and extrafine alcohol.

Expansion and modernization of existing facilities for production of rum and other alcoholic beverages.

Production of bagasse-based agglomerate boards in existing factories in Ciego de Ávila, Las Tunas and Havana provinces.

Production of bagasse-based MDF boards.

Electricity co-generation projects:

New thermal power station (25-50 Mw). It consists in the elimination of the existing energy block of the sugar factory and the creation of an independent block of high efficiency and operation parameters. This unit will receive all biomass from the sugar mill which, in return, will receive low-pressure steam and electricity. Most of the generated electricity would be marketed in the national network.

New turbo-generator (5-10 Mw). In this case, the idea is to use surplus steam to generate electricity by means of the installation of an additional condensation turbo-generator. This would allow to curve down current power consumption levels in around 25-40%. It would also allow for the marketing of surplus electricity to the public network or another specific consumer in the territory.

During the non-harvest season, the thermoelectric plant might used bagasse stored in nearby sugar mills. It might also use sugarcane harvest wastes or any other fossil fuel.

BASIC INDUSTRY

The country has been divided into oil exploration blocks. Twenty six blocks (16 onshore and 10 offshore) are available. The area ranges from 60 to 6000 km².

The Santa Lucia Castellanos Mine contains lead and zinc. It has approximately 11 mineral oxidizing areas with gold yields ranging from 5 to 8 grams per ton. Capital contributions are required to develop and exploit it, as well as for the construction and running of one mineral processing plant.

Areas for geological prospecting and exploration of basic and precious metals in which geological prospecting is to be undertaken by foreign partners under a total-risk contract. Geological exploration falls under a shared-risk framework. Should a deposit be found, joint venture companies will be set up to exploit it.
