The Federation of Estonian Healthcare Professionals Unions ETTAL was founded in 1990 and has 25 member organizations with approximately 2300 members. ETTAL, based on solidarity and democracy, joins doctors, nurses and care assistants, professionals with university degrees and mid-ranking professional staff, kitchen personnel, drivers, cleaners, workmen, departmental secretaries, customer service staff, etc. In other words, anyone working in healthcare or the social services sector can be a member of ETTAL. At a national level, ETTAL represents its members in collective bargaining with the counterpart organisation for healthcare employers, the Estonian Hospitals Association. ETTAL, together with the Trade Union Association of Health Officers of Estonia and the Estonian Hospitals Association, has concluded two national level collective agreements:

ETTALs co-operation partners in Finland are KTV, TEHY and SUPER. The Structure of ETTAL: The highest decision making body of ETTAL is the Executive Committee, which is comprised of representatives of all the member organisations and meets at least three times a year. ETTALs Steering Committee has nine representatives elected by the Executive Committee and meets at least six times a year.
